Investment potentialKherson Region is located in the south of Ukraine, directly north of Crimea. The administrative center is the city of Kherson, situated on the western bank of the Dnipro River, which divides the region in half.
At present, a significant part of the region is temporarily occupied by Russian forces, which has had a profound impact on its economic activity, investment attractiveness, and logistical capacity. The ongoing hostilities and partial occupation pose high risks for private investment, yet they simultaneously create opportunities for attracting international grants, concessional financing, and insurance mechanisms aimed at supporting post-war recovery and the reconstruction of southern Ukraine.
The region’s educational potential is represented by 13 higher education institutions, including state, municipal, private, and religious establishments. The leading institutions include Kherson State University, Kherson State Agrarian and Economic University, and Kherson National Technical University. Despite the challenging security situation, several universities continue their academic activities through remote learning or via temporarily relocated campuses.
As of August 2025, the average monthly salary in the Kherson Region reached $552, compared to the national average of $627.
